In the four counties in the central and western regions, CR strengthened organizational leadership, enhanced assistance capabilities, and maintained a strong level of financial investment. Efforts were made to promote the development of regional pillar industries such as specialty planting, breeding, tourism, and health care, focusing on promoting local specialty products. CR also prioritized integrated talent assistance and addressed issues related to basic needs and drinking water safety, ensuring that the targeted assistance remained effective and sustained.
CR intensified efforts to address infrastructure deficiencies in old revolutionary base areas, ethnic minority areas, remote areas, and areas alleviated from poverty. Through initiatives like the “Rural Revitalization Train+” service brand, CR annually transported 210 million passengers and 770 million tons of goods from areas alleviated from poverty. Actions such as targeted procurement, on-board sales, and e-commerce assistance generated sales of agricultural and sideline products worth 820 million yuan in areas alleviated from poverty. Additionally, measures such as operating additional passenger trains, developing railway-themed tourism products tailored to local conditions, and leveraging railway media for promotion were undertaken to support the growth of cultural and tourism industries in these areas. In 2023, the railway authority operated a total of 486 rural tourism trains passing through these areas.
Under railway assistance, a large number of rural revitalization demonstration points emerged. The railway assistance efforts have received a “good” rating in central assessments for five consecutive years.
